The conference focusing on the development of evaluation capacity will take place in the building of the Ministry of Regional Development of the CR on Oct. 03, 2018. Given the fact that we find ourselves in the middle of the programming period 2014-2020, this year's conference is subtitled "Data, Impacts and Dialogue." Three discussion panels have been prepared focusing on current topics along with presentations of several successful projects, innovative methods and designs.
The opening panel will concentrate on statistical data and discuss the possibility of their use for evaluation and analysis purposes within the Visegrad Four countries. Dr. Zsolt Németh Ph.D. of the Hungarian Central Statistical Office will open the discussion presenting the situation in Hungary in terms of data provision. The discussion to follow will be attended by relevant experts from the Czech, Slovak and Polish Republics.
The second panel will present the draft methodology for evaluation assignment as prepared by the Czech Evaluation Society. We have invited representatives from among the ranks of contracting authorities as well as suppliers, who can voice their responses and take part in the subsequent dialogue.
The afternoon panel will focus on the existing practice and possibilities of the use of administrative data. Participation was confirmed by Ágota Scharle, Ph.D. (Budapest Institute for Policy Analysis), who was involved in facilitating access to administrative data in Hungary. Furthermore, experience concerning the use of administrative data will be shared by the colleagues from Slovakia and the United Kingdom.
There will be more foreign speakers such as Enkelejda Havari, Ph.D. of the European Commission, Joint Research Centre and Raimonda Mackevičiüté of the Lithuanian research advisory institute (Visionary Analytics). In collaboration with colleagues from Slovakia we are preparing a panel focusing on ex-post evaluations - approach comparison.
Conference program and biographical notes of selected foreign speakers is provided in the attached files.
To accompany the 4th Conference for Evaluating ESI funds, two training workshops will take place concurrently the following day, that is on 4th October 2018. Workshop 1 will focus on Data visualization in presentations and will be in Czech or English language. You need to have your own notebook. Workshop 2 will provide introduction to Counterfactual Impact Evaluation and will be only in English.
