Programming period 2007-2013

In the 2007-2013 programming period, over EUR 347 billion were allocated from the EU budget to Cohesion Policy, of which the Czech Republic had the opportunity to spend more than EUR 26 billion. Investments by Member States in that period were concentrated on objectives arising from the European Union strategy for growth and jobs (so-called Lisbon Strategy). The specific strategies and areas for spending the European funds are set in the National Strategic Reference Frameworks.

Absorption results

The allocation for the Czech Republic amounted to more than EUR 26 billion. Currently, the individual programmes are being gradually wound up. Overall, more than 96% of the allocation has been used.

Strategic objectives of the Czech Republic

In its National Strategic Reference Framework, the Czech Republic established the following strategic objectives:

  • Strategic objective I: Competitive Czech economy
  • Strategic objective II: Open, flexible and cohesive society
  • Strategic objective III: Attractive environment
  • Strategic objective IV: Balanced territorial development

The objectives were implemented through various operational programmes. For the specific areas of support, the possibilities of spending the funds under those programmes and more information see section Operational programmes. The strategic objectives of the Czech Republic were in line with the Objectives of EU Regional Policy.

EU Regional Policy objectives

In the 2007-2013 programming period, the Cohesion Policy of the European Union pursued three objectives:

  • Objective 1 - Convergence aimed at promoting economic and social development of the cohesion regions with gross domestic product (GDP) per capita of less than 75% of the EU GDP average. This objective was financed by the ERDF, ESF and CF and in the Czech Republic, it covered all cohesion regions except the City of Prague.
  • Objective 2 - Regional competitiveness and employment supported regions that exceeded the indicator values for being included under Objective 1. This objective was financed by the ERDF and ESF. In the Czech Republic, it covered only the City of Prague.
  • Objective 3 - European Territorial Cooperation promoted cross-border cooperation between regions located along internal and certain external borders of the Member States. Furthermore, it supported interregional and transnational cooperation. This objective was financed by the ERDF and in the Czech Republic, it covered all regions.

EU Funds

The 2007-2013 objectives were delivered in the Czech Republic with the use of three funds:

European Regional Development Fund (ERDF)

It is the largest fund in terms of the volume of funding. ERDF resources financed projects falling under all three objectives.

European Social Fund (ESF)

It is the main tool for promoting the EU Employment and Social Policy. ESF assistance was aimed at young people, the long-term unemployed, socially disadvantaged groups and women under Objective 1 and Objective 2.

Cohesion Fund (CF)

It focused on large-scale transport infrastructure (e.g. Trans-European Networks), environmental protection, energy efficiency and use of renewable energy sources. Cohesion Fund financed Objective 1 projects.
