Preparation of this new programme of cooperation between Austria and the Czech Republic for the programming period 2014–2020 has been under way since January 2012. Preparation is governed by the Managing Authority (Office of the Land Government of Lower Austria) in cooperation with the National Authority (Ministry of Regional Development of the CR).
Planning of the future of the ETC takes place under Regulations of the European Parliament and of the Council (Nos. 1303/2013, 1301/2013 and 1299/2013, published in the Official Journal of the EU: http://eur-lex.europa.eu/).
The programme focuses mainly on regional and local projects with cross-border importance.
The regulations now lay down a condition of fulfilment of at least three cooperation criteria of four defined, unlike in the programme in the 2007–2013 period when it was sufficient for a project to meet two of the criteria.
The cooperation criteria are as follows:
- joint project preparation
- joint project implementation
- joint staff
- joint financing
The criterion of joint preparation and joint project implementation must be always met.
Again,
public institutions or non-profit organisations will be able to apply for funds. A detailed list of eligible applicants will be specified for each investment priority. As a novelty,
entrepreneurs will be able to apply in one investment priority.
Thematic focus:
The priority of the cooperation programme Austria – Czech Republic is to enhance sustainable innovative economic development of the programme territory in the cross-border dimension.
The Programme will include implementation of

Programme territory:
The programme territory is defined by NUTSIII regions. A rule has been abolished limiting the allocation to more distant Austrian regions to a maximum of 20% of the Programme funds, and Austrian regions are included in the programme territory without limitation.

Austria: Mostviertel-Eisenwurzen, Sankt Pölten, Waldviertel, Weinviertel, Wienr Umland-Nordteil, Wien, Innviertel, Linz-Wels, Mühlviertel, Steyr-Kirchdorf
The envisaged budget of the programme is EUR 97 million of ERDF funds.Financial framework:
Subsidies will amount to a maximum of 85% of the total project eligible expenditure.
