The programmes were determined in response to 8 thematic areas defined at the national level, which represent a “converter” between the level of national development priorities and objectives and priority axes of individual programmes. These areas are based on duly substantiated problem analyses performed by the ministries, regions and representatives of cities and municipalities, and they were subject to a long, thorough and detailed discussion and systematic examination of needs on the side of partners.
The programmes are prepared under the responsibility of competent ministries and discussed with relevant regional, local, economic and social partners and representatives of the non-profit sector. Government Resolution No. 650 of 31 August 2011 charged the Ministry of Regional Development of the CR with the coordination of preparation of programming documents.
