The relevant responsible party is responsible for the fulfilment of each ex ante conditionality, which cooperates with managing authorities and the MoRD-NCA. The MoRD-NCA fulfils the function of a coordinator of the system of management of all ex ante conditionalities at the national level.
Ex ante conditionalities may be divided into:
- general ones, fulfilled across programmes, and
- thematic ones, specified within a particular programme.
General ex ante conditionalities are defined in the following areas:
Thematic ex ante conditionalities cover large areas and the most important ones can be considered to be e.g. the area of efficient public administration, power industry or strategic frameworks for areas such as education or research and development, but also many others.
