Czech Republic perspective on future of European Territorial Cooperation (INTERREG) beyond 2020

In September 2017 the Czech Republic adopted its first outline on future of European Territorial Cooperation (INTERREG) beyond 2020.
Below please see detailed position papers with rationale and examples towards simplyfied and more focused INTERREG post-2020
The Czech Republic supports:
- allocation to Interreg programmes shall be made directly per programme and/or border, not to a Member State
- that audit materiality level for INTERREG programmes shall be set higher than the currently applicable 2 %
- creation of single coordination framework supporting all Macro-Regional strategies
- preserving three strands of INTERREG: Cross-Border, Interregional and Transnational cooperation
- continuity in drafting new legislative framework for the INTERREG programmes
- enhanction of the level of complementarity and synergies between INTERREG and other financial instruments
- preserving the INTERREG programmes as grant support
- unifying the interpretation of the simplified cost options (SCOs) in all Member States and broadening the possibility to apply them to “soft” transnational and interregional projects
- preserving the system of Small Project Funds (SPF) in cross-border programmes
- exclusion of INTERREG programmes completely from State Aid rules in line with programmes, such as Horizon2020.
- preserving the principle of thematic concentration for INTERREG programmes. At the same time it emphasizes that all future thematic objectives of cohesion policy should enable support of activities which are typical for Cross-Border Cooperation.
